Gov. Gavin Newsom signed two wildfire insurance reforms but vetoed SB 877 and SB 878, bills backed by state Sen. Sasha Renée Pérez that targeted claims-handling problems reported by victims of the January 2025 Eaton and Pacific Palisades fires. The signed measures include Sen. Steve Padilla’s SB 876, sponsored by Insurance Commissioner Ricardo Lara, which doubles penalties for fair-claims violations during declared emergencies, requires direct restitution for unfair settlement practices and mandates timely status reports when insurers change adjusters. Newsom also signed Sen. Ben Allen’s SB 1301, requiring clear explanations for homeowner non-renewals, generally 90 days’ notice and an opportunity to remedy problems. SB 877 would have required insurers to provide original and revised loss estimates, while SB 878 would have required written responses and payment within 30 days, including for total losses, or accruing interest. Both vetoed bills passed with broad bipartisan support. Newsom said they codified existing, unrelated regulations that were unnecessary at this time; consumer advocates disputed that rationale, saying current rules do not require disclosure of revised estimates and impose ineffective penalties for delayed payments.
