Deposed Guinea-Bissau President Umaro Sissoco Embalo plans to return on October 4 and seek the presidency in elections scheduled for December 6, according to a source familiar with the matter. Embalo was removed in a military coup last November before presidential and legislative results were announced. The military suspended the electoral process and installed Major-General Horta Inta-a as transitional president, later setting new elections. Embalo’s campaign organisation has not been finalised, and the military-led government has told him he is welcome to return, although a government spokesperson did not respond to a request for comment. Embalo has been outside Guinea-Bissau since the coup, traveling to Senegal and then the Republic of Congo, and Reuters could not establish his current whereabouts. A constitution approved in an August referendum expanded presidential powers and changed electoral rules, including a requirement that candidates have lived continuously in the country for the preceding five years. It remains unclear how that provision could affect Embalo’s candidacy.
