China will impose an additional 55% tariff on Brazilian beef imports exceeding this year's quota from Oct. 1, taking the total import duty to 67% including the existing 12% rate. The surcharge applies to all suppliers and was introduced in January to protect China's domestic cattle industry. China, the largest buyer of Brazilian beef, set the quota at 1.1 million metric tons this year. Brazilian President Luiz Inacio Lula da Silva said Uruguay had authorized Brazil to use surplus from its beef export quota for China, but industry insiders said Beijing has not approved that arrangement for this year or next year. China was also unlikely to accept similar reallocations from other countries, the insiders said, after Reuters reported in May that Beijing had rejected Brazil's repeated requests. Attention is turning to whether China renews the beef export quota system for 2027 by year-end. Abiec estimated that Brazil's total beef exports will fall 10% in 2026 amid China's restrictions and a similar recent move by the European Union.
