Base activated its Cobalt upgrade on mainnet on Oct. 1, marking its third named protocol release of the year and expanding tools for B20 token issuers and traders. The upgrade adds Composite Policies, allowing issuers to apply multiple existing compliance lists to a token under AND or OR rules without maintaining duplicate records. It also introduces scheduled balance-display multipliers under ERC-8056, enabling corporate actions such as stock splits without changing underlying holdings or deploying a new contract. Authorized administrators can use seizeWithMemo on eligible assets when an issuer has enabled seizure, transferring balances from a frozen wallet to a recovery address with an onchain record. For traders, Validity Transactions allow conditional orders to remain private and unexecuted until predefined requirements, such as a USDC price threshold before a specified block, are met. Base plans to cut block times to 200 milliseconds from two seconds, introduce built-in smart accounts with sponsored gas and batched transactions, and adopt part of Ethereum’s forthcoming Glamsterdam upgrade.
