The Bitcoin Policy Institute has called for congressional scrutiny of MSCI's proposed methodology for non-operating companies, arguing that index providers exercise consequential discretion over capital flows while facing limited oversight. Conner Brown's September 30 paper said MSCI's broader consultation could carry forward an earlier plan to exclude digital asset treasury companies, despite the provider shelving that specific proposal in January. MSCI's August simulation indicated that Strategy, Metaplanet and Yellow Cake could be removed from the ACWI IMI index, while Ethereum treasury company SharpLink was among firms identified for a public watchlist. MSCI says $21 trillion is benchmarked to its indexes, and the three largest index providers' benchmarks are followed by 54% of U.S. long-term fund assets. The public-comment period closed September 30, with results due on or before October 16 and any changes proposed for MSCI's November 2026 Index Review.
