President Lee Jae Myung appointed Ha Joon-kyung as policy chief and Kwon Dae-young as first vice minister of the Ministry of Finance and Economy on October 1, reinforcing the administration's existing economic direction after former policy chief Kim Yong-beom resigned a month earlier. Ha, who had been Cheong Wa Dae's economic growth chief and worked closely with Kim, will oversee economic and social-policy areas including welfare, employment, education and housing. Moon Shin-hak, vice minister of the Ministry of Trade, Industry and Resources, succeeded Ha as economic growth chief. Kwon, vice chairman of the Financial Services Commission, led the administration's 6.27 Real Estate Measures, which capped housing mortgage loans at 200 million to 600 million Korean won depending on property prices. Lee also appointed Jeong Ui-kyung as vice minister for transport, Song Young-gil as special advisor for peace and diplomacy, Kim Byung-joo as special advisor for defense policy, and Park Jeong-hyeon as chair of the Local Era Committee. The appointments were interpreted as a decision to maintain the government's approach to real estate and stock-market policy despite criticism and a decline in Lee's approval rating.
