Japan’s biggest power generator JERA, Dell Technologies and UK-based AI infrastructure developer RHAELM are planning a more than $15 billion AI data center beside JERA’s Chiba Thermal Power Station near Tokyo. The project would provide up to 400 megawatts of capacity through a behind-the-meter design that connects directly to the station’s generation infrastructure, avoiding a potentially lengthy conventional grid-connection process. JERA will provide the land and round-the-clock power, Dell will supply standardized rack-scale AI infrastructure, and RHAELM will oversee development and delivery. Apollo Global Management intends to participate as RHAELM’s strategic investment and financing partner. Operations are targeted for around 2028, with full capacity expected in 2029. The partners aim to use Chiba as a national-scale template that could be deployed at other JERA power sites during the 2030s. Dell’s AI-server backlog reached $95 billion in its latest quarter.
