The Ministry of Agriculture, Food and Rural Affairs opposes designating the Korea Rural Community Corporation as a renewable energy supply obligor, arguing that power-generation targets could undermine its core role supplying agricultural water. The Ministry of Climate, Energy and Environment is considering the designation under draft subordinate regulations tied to a revised renewable energy law. The proposed rules would allow designation of public institution power generators with at least 100 megawatts of renewable facilities, although exceeding the threshold would not automatically trigger inclusion. The corporation holds 165 megawatts of its own renewable capacity and estimates that penalties could reach about 1.3 trillion won ($880 million) if it received a 1-gigawatt annual obligation and met none of it. The climate ministry will decide after consultations with related ministries.
