The authors of EIP-8363 withdrew the proposed Ethereum issuance change from Hegotá consideration after industry participants and core protocol and client contributors said a hard-fork scoping process was not the right forum for monetary-policy decisions. The proposal would have burned an increasing share of consensus-layer validator rewards as the amount of staked ETH rose, reaching a full burn at about 60.25 million ETH, or roughly half of supply. At the 33% staking ratio cited by the proposal, net validator yield would have fallen to about 1.2% from 2.6%, with the mechanism phased in over 18 months. Forkcast now lists the EIP as declined for Hegotá after its forum discussion drew 224 comments. The authors plan a separate issuance-policy process from November through EthCC in April 2027, while Hegotá remains focused on FOCIL and frame transactions.
