NEAR Protocol is considering a phased reduction in its maximum annual token issuance rate to 1.6% from 2.5% over 24 months. The proposal, submitted by Sal Ternullo, CEO of SVRN, would reduce issuance in incremental steps each epoch following a 90-day grace period for wallets, staking providers and other ecosystem participants. It would preserve the allocation of new supply, with 90% going to stakers and 10% to the treasury. The plan estimates roughly 66 million NEAR would not be issued over six years, valued at about $329 million at the cited price, while projected staking yields would decline to about 3.5% from 5.4%. Governance could halt the reduction but could not restore a higher issuance rate. Discussion began September 30, 2026, and a House of Stake vote is tentatively targeted for mid-October, anticipated by October 11.
