On Oct. 2, 2026, blockchain investigator ZachXBT publicly asked UPay why it appeared to have allowed Xinbi, a sanctioned illicit marketplace, to white-label a Visa crypto card. UPay CEO Owen Yang said he had not opened ZachXBT's earlier direct message and that the company had begun an internal investigation, promising an update. The response neither confirms nor denies a relationship with Xinbi. UPay advertises crypto payment cards, white-label issuance and API services, but no published information establishes that Xinbi launched a card, that UPay knowingly served it, or which parties held compliance obligations. The U.S. Treasury Department's Office of Foreign Assets Control designated Xinbi Guarantee a significant transnational criminal organization on Sept. 9, 2026, listing 52 cryptocurrency addresses on TRON. TRM Labs describes Xinbi as an escrow-backed marketplace supporting scams, fraud and money laundering, with more than $36 billion in throughput since around 2022, including $17 billion in inflows. Visa has not publicly commented.
