Nscale has appointed former Meta Platforms executive Justin Osofsky as chief operating officer, with the appointment taking effect October 2, 2026, as the London-based AI infrastructure company advances a planned US initial public offering. Osofsky will report to founder and CEO Josh Payne and oversee global operations, including execution and organizational scaling across Nscale’s international business. He spent 18 years at Meta, most recently as chief partnerships officer, and previously held roles including chief operating officer of Instagram, vice president of global operations and head of the Small and Medium Business group. The appointment follows Nscale’s formal S-1 filing on September 18, 2026, for a New York Stock Exchange listing under the ticker NSCL. Nscale reported first-half 2026 revenue of $140.6 million, up 1,252% from a year earlier, alongside a $1.02 billion net loss. The company is seeking several billion dollars and is reportedly targeting a valuation of about $30 billion, roughly double the $14.6 billion valuation from its March 2026 Series C round. Nscale was founded by Payne in May 2024 as a spinout from Arkon Energy and provides data centers and GPU cloud services for AI workloads. It has strategic relationships with Microsoft and Nvidia and an Anthropic contract worth up to $45 billion. The company employs around 450 people in the UK. Osofsky is the second executive appointed COO in 2026, after Lauren Hurwitz took the role in January, raising questions about the division of responsibilities and executive continuity. Former Meta Chief Operating Officer Sheryl Sandberg serves on Nscale’s board.
