Ukraine will intensify attacks on Russian oil refineries in response to what President Volodymyr Zelenskiy described as Moscow’s expanded policy of striking civilian infrastructure ahead of winter. He said Ukrainian intelligence had obtained documents indicating Vladimir Putin authorized attacks on logistics, roads, schools and hospitals to pressure residents to leave Kyiv and other cities. Zelenskiy said Ukraine’s Vivaldi counteroffensive had retaken about 140 square kilometers in the Donbas and that Kyiv had no indication Russia wanted peace talks. Ukraine is preparing for heavier Russian attacks on energy and water infrastructure, while relying on F-16s and MiGs, electronic jamming and new interceptor drones against jet-powered Shahed drones. Kyiv also announced the first combat use of its FP-7 ballistic missile and is pressing Fire Point to complete the longer-range FP-9. Zelenskiy said European funding had been unlocked for drone orders needed into early 2027 and that Kyiv was working with partners to address a $27 billion defense-budget shortfall.
