Binance will require Brazilian users to provide additional information for international crypto transfers from November 1, extending Brazil’s foreign-exchange reporting framework to cross-border virtual-asset activity. Customers sending crypto abroad or receiving it from nonresidents must state the transfer purpose and identify the counterparty type, while corporate users must disclose whether the other party is part of the same economic group. Binance will report the transactions monthly to Brazil’s central bank under Resolution BCB No. 521/2025. Withdrawals cannot be submitted until the questionnaire is completed, while deposits can remain pending and may be returned if users do not supply the required details. Transfers of up to $50,000 use 10 purpose categories, while larger transactions require one of 96 classifications. Certain transfers involving counterparties not authorized in Brazil’s foreign-exchange market are capped at $100,000. The measures are separate from Brazil’s Travel Rule rollout and precede further precautionary holding procedures scheduled for January 1 under Resolution BCB 584.
