With less than a month before the 2026 midterm elections, offshore oddsmakers favor Democrats to control both chambers of Congress. William Hill spokesperson Lee Phelps told USA TODAY that Democrats are more strongly favored for the House than at any comparable point in a midterm cycle, while betting on the Senate has also shifted markedly. Democrats opened at 5/2 for the Senate, implying a 28% chance, before moving to 4/9, implying about 69%. Despite that move, betting volume still favors Republicans because many wagers were placed when they were favored to win the Senate; only 32% of Senate bets backed Democrats. Democratic strength in Texas, Iowa and Kansas has brought those races into contention after they had appeared unlikely to be competitive before the U.S. war on Iran and a recent rise in diesel prices. The article lists three sets of 2026 midterm odds: Democrats winning both chambers at -250, -150 and -210; Democrats winning the House while Republicans win the Senate at +175 and +185; Republicans winning both chambers at +900, +600 and +1,000; and Republicans winning the House while Democrats win the Senate at +6,600, +1,800 and +6,500.
