Russia has required cryptocurrency mining facilities seeking electricity grid connections to use Category 4 power supply reliability under Government Resolution No. 1300, adopted on October 6 and confirmed by the Russian Ministry of Energy on October 9. The lower-priority arrangement allows authorities to disconnect miners during shortages or operational problems without the advance coordination normally associated with higher-priority users, helping preserve electricity supplies for households and other consumers. The rules cover mining farms, mining pools and companies providing mining infrastructure services across Russia, including regions where mining is permitted. They apply to new applications and can affect previously submitted requests that remain incomplete. Category 4 was introduced in February 2026 under Resolution No. 103 for users willing to accept less reliable supply where conventional grid capacity is unavailable without infrastructure upgrades. The October decree does not order an immediate nationwide shutdown or automatically move all operating facilities with completed higher-priority connections into Category 4. It operates alongside regional mining bans, requiring providers to suspend certain applications and related agreements where a complete prohibition applies, while allowing specified procedures to resume if the ban is lifted. The Ministry of Energy has not said how many facilities will be affected or how much capacity the changes could free for other consumers.
