Stellar has outlined the preparation schedule for Bell, also known as Protocol 30, a major upgrade focused on enterprise-scale computing and infrastructure for post-quantum security research. The testnet upgrade vote is scheduled for Nov. 3, while validators will vote on the mainnet on Nov. 23 at 8:00 p.m. Turkish time; that date is a voting milestone rather than a confirmed activation date. Bell includes W-addresses to let one smart contract serve multiple clients, millisecond-precise ledger timing and support for verifying post-quantum signatures within smart contracts. The changes do not make every Stellar account quantum-proof immediately. Developers, infrastructure providers, wallets and exchanges must update compatible software because older versions cannot read the new ledger format. Existing rollout plans place infrastructure and SDK releases between Oct. 16 and 23, 2026.
