The Arbitrum Security Council said it used emergency measures to transfer approximately 74.56 million ARB and 8,425 ETH from wallets identified as linked to the Binance hot-wallet hack. As of Oct. 30, the assets were held in a frozen intermediary wallet that the original holder could no longer access. Further movement requires additional Security Council action or an Arbitrum DAO governance vote. The council said the intervention did not affect other users, applications or the blockchain’s state. Earlier on-chain monitoring reported that 74.56 million ARB, valued at $11.41 million at the time, had moved to 0x000...0DA0, which Arkham labeled a Kelp DAO hacker wallet, without evidence of a subsequent transfer or sale. That activity had raised questions about whether the Binance attacker was connected to Kelp DAO’s April 18 attack, which resulted in the loss of about $292 million in rsETH, while some community members also suggested possible involvement by the North Korean hacking group Lazarus Group. The intervention highlights the Arbitrum operating structure’s ability to forcibly move assets from specific addresses during emergencies, while intensifying debate over asset protection, censorship resistance and decentralization.
