Hana Bank will resume selected online mortgage lending from Nov. 2, three months after suspending new applications to control household-debt growth. Starting at 5 p.m., the bank will accept applications for Apartment Loan 2, its online mortgage product, along with mortgage and residential officetel refinancing loans. It will also restart fixed-rate mortgage insurance and guarantee products known as MCI and MCG, which can preserve borrowers’ access to the portion of collateral value otherwise reduced by small-sum tenant deposits. Variable-rate MCI and MCG products will remain suspended. The decision follows the Financial Services Commission’s increase of the annual household-loan growth target to 3.0% from 1.5% in August and Hana Bank’s assessment that it can remain within this year’s regulatory limits after accounting for loan repayments and year-end demand. Other restrictions remain, including a combined 100 million won cap on credit loans per borrower and a 50 million won overdraft limit. Hana Bank has introduced lending restrictions nine times since June. Household loan balances across South Korea’s financial sector fell by 2.2 trillion won in September, the first monthly decline in nine months. Other lenders have also begun easing some measures, including Industrial Bank of Korea, which resumed new variable-rate mortgage lending and refinancing loans on Sept. 15.
