Intersect published its proposed Cardano Ecosystem Budget Process, or CEBP, on Oct. 28 for a potential 2027 rollout. The framework would assign stewardship roles across six spending areas to Intersect, PRAGMA and the Cardano Foundation, allowing them to help shape budget plans and funding-assessment processes while remaining eligible to seek money from those same domains. Cardano’s delegated representatives, or DReps, would retain approval over the stewards, budget distribution and every treasury withdrawal. The proposal also includes Open Contributions, a route for independent applicants to approach DReps without a steward. Its allocation rules and common procedures for assessing funding requests involving stewards remain unspecified, leaving conflict management and available funding as key issues. Intersect tentatively plans to submit the full budget proposal on Nov. 10, following an earlier feedback period; the process would be piloted in 2027 if approved by DReps.
