Toss has filed a complaint with the KFTC (Korea’s fair-trade regulator) accusing NAVER of abusing its market-dominant position and engaging in unfair trade practices by excluding franchisees that use Toss POS from NAVER’s Place Plus partnership and integration program. Toss Place also argues that NAVER’s refusal to link its point-of-sale system with NAVER’s store-i service amounts to unfair exclusion. Toss submitted the complaint the previous afternoon, with the matter reportedly under review by the KFTC regional office on November 3. Toss says the exclusion continued for two years despite repeated requests for corrective action. NAVER denies discriminating against any specific company, saying POS providers are being integrated sequentially under objective criteria. The dispute was also raised during an October 12 parliamentary audit, where Toss Place representative Choi Jae-ho said the company received neither clear criteria nor an explanation, while Lee Sang-cheol, head of NAVER Place’s business division, defended the integration process.
