South Korea will require Basic Pension applicants to have lived in the country for at least five years after turning 19, starting April 21, 2027. The amended law adds a residency condition to the existing age and income requirements. The change comes as the number of Basic Pension recipients holding foreign citizenship more than doubled in four years, exceeding 8,000 in 2025. The National Assembly Budget Office warned that weak verification of overseas income and assets could result in unequal treatment.
