Binance has asked the Arbitrum DAO to return 8,425.997 ETH and 74,559,805.2 ARB frozen after an exploit involving its hot wallet. The assets remain at an intermediary frozen address on Arbitrum One. CoinGecko prices on Nov. 5 valued the ETH at about $19.6 million and the ARB at about $11.7 million. Binance estimates roughly 49 days for forum discussion, a Snapshot temperature check, a binding onchain vote and execution, although legal proceedings could delay or suspend the transfer. Approval requires Arbitrum tokenholders and delegates to pass the request under the network’s constitutional governance process. Binance said SAFU and its corporate treasury would cover affected users’ losses, while recovered assets could replenish reserves used for compensation and cover incident-related costs. The proposal does not seek a new DAO treasury allocation. Arbitrum’s Security Council froze the assets on Oct. 30 by temporarily upgrading Ethereum’s Arbitrum Inbox contract, then restored its original implementation. Binance also said it was progressively reopening selected withdrawals after security checks and removed all SignalPlus-linked API keys following a potential security issue reported by the third-party platform.
