An Optimism governance proposal published Nov. 5, 2026, would require at least 30 days of public notice before a chain transfers upgrade authority from the shared Security Council. The proposed Standard Rollup Charter amendment would let a Chain Governor request that authority move to an address of its choosing, enabling self-management or third-party control. The Optimism Foundation would validate the request and publish details on the Governance Forum before the Security Council could execute the transfer. Once completed, the handover would shift users' reliance to the new upgrade key holder's security model, end the chain's Standard Rollup status and reduce Optimism Governance's and the Security Council's practical ability to enforce Charter policies through upgrade authority. Governance approval and merger would be required first; PR 74 remained open on Nov. 5, 2026, and no transfer had been executed.
