Eunma Apartment in Daechi-dong, Gangnam-gu, Seoul, has notified reconstruction union members of a projected average excess gain recapture burden of 463.34 million Korean won per person, with the complex-wide amount estimated at approximately 2.0044 trillion won. The excess gain recapture system recovers part of reconstruction profits after excluding normal housing-price increases and development costs such as construction expenses. Introduced in 2006, the system’s implementation has been postponed depending on market conditions, while discussions over abolition or relaxation have continued. The estimate is not the final amount members will pay: after completion, the burden will be recalculated based on actual excess gains, housing prices, project costs and the project duration. The burden is separate from additional contributions required to receive new apartments, which are also expected to be significant because of rising construction and financial costs. Eunma’s reconstruction plan would increase the complex from 4,424 to 5,850 households, with buildings reaching up to 49 floors. Remaining procedures include management and disposition plan approval, relocation and demolition. Other Gangnam-area projects are also moving toward imposing reconstruction burdens, with Seocho District planning a preliminary notice for the Banpo Hyundai Reconstruction Union on the 9th.
