The Bank of Russia will allow non-qualified investors to buy Bitcoin, Ethereum and USDT from Nov. 17 under a new crypto investment framework. Exchanges will be permitted to offer the approved assets for public trading, while retail investors can access them through brokers, asset managers and crypto exchanges, including over-the-counter transactions. Purchases will be capped at 300,000 rubles per year for each intermediary. Qualified investors will face neither the cap nor a restriction to the approved list and can access any cryptocurrency. Both categories must complete an assessment test and review crypto-investment risks before trading. The central bank selected the approved assets based on liquidity criteria including market capitalization, average daily trading volume and at least five years of pricing data from international exchanges.
