Russia’s central bank has finalized rules allowing brokers, asset management firms and crypto trading service providers to offer Bitcoin, Ethereum and USDT to retail investors from November 17. Non-qualified investors will be limited to 300,000 rubles, or about $3,700, in annual cryptocurrency purchases through each intermediary, while qualified investors face no such cap. All investors must pass a mandatory test before trading. Moscow Exchange plans to begin cryptocurrency trading on December 1, while peer-to-peer transactions between individuals will be prohibited from July 1, 2027. The rules formalize a development previously presented as an expected opening of public Bitcoin trading in a November 6 video post by The Bitcoin Historian.
