The CLARITY Act, a U.S. crypto market structure bill backed by Sen. Cynthia Lummis, is intended to reduce regulatory ambiguity by clarifying how tokens and market participants are treated under United States law. Journalist Eleanor Terrett said the bill is likely to face a challenge securing Senate floor time when lawmakers return in early June, as it is competing with budget reconciliation, border security disputes, housing, agriculture, and a June 12 FISA deadline. She also said committee staff are continuing to draft the measure during the recess, indicating legislative work is still underway even as scheduling remains uncertain. Representative Tom Emmer said the bill is the House’s fifth or sixth iteration of digital asset market structure legislation, underscoring that it reflects a longer-running congressional effort.
