27-company consortium launches Internet Court standard for AI agent contracts and disputes

Internet Court, an open standard for AI agent transactions and dispute resolution, has launched with backing from the GenLayer Foundation and crypto firms including MetaMask, OKX, Matter Labs’ ZKsync and 0G Labs. The framework is designed to connect the full agentic commerce lifecycle across discovery and reputation, negotiation, contracts, payments and escrow, execution, verification and disputes, addressing a gap as AI agents increasingly transact without a unified system for resolving contractual disagreements. Internet Court runs on what GenLayer calls Intelligent Contracts, which combine code, natural language and outside information assessed by validators powered by different large language models. MetaMask said the system is built on its Smart Accounts Kit, using ERC-7710 delegations and x402 Facilitator to give agents bounded, revocable spending authority, while Matter Labs said the chain powering the standard runs on the ZK Stack. The consortium outlined use cases including spending controls for shopping agents, escrow-backed AI inference contracts paid in USDC with automatic service-level enforcement, and adjudication of disputed real-world records through a validator panel with reasoning recorded on-chain. The launch comes as the group points to projections from McKinsey that AI agents could mediate $3 trillion to $5 trillion in global consumer commerce by 2030, while Adobe data it cited showed traffic from generative AI tools to U.S. retail sites rising 4,700% year over year in July 2025. The group argues traditional courts are too slow for machine-speed transactions and noted a parallel effort from the American Arbitration Association and Integra Ledger, whose Legal Context Protocol launched in June with Google, IBM and Circle among contributors.
