Elvira Nabiullina said individuals and institutions face no additional restrictions when transferring cryptocurrency out of Russia, but warned those assets lack legal protection in disputes or losses.

She cautioned that such assets are not protected by law, meaning investors cannot rely on Russia’s legal system to defend their rights if disputes arise or losses occur. The remarks underscore a gap between the ability to transfer crypto and the absence of domestic legal safeguards around those holdings.
