Russia extends gasoline export ban through end-2025 and signals diesel curbs could be eased

Russia will extend its gasoline export ban through the end of the year for both producers and non-producers, Deputy Prime Minister Alexander Novak said, as Moscow seeks to stabilize domestic fuel supplies after refinery disruptions linked to intensified Ukrainian attacks. Novak said the diesel export ban, imposed earlier this month, could be lifted as the market recovers to prevent oversupply at refineries and reduced processing volumes. The decision follows an earlier gasoline export ban on domestic producers that took effect in April through July 31, showing Russia has continued to use rolling fuel export restrictions to manage pressure on its home market. Novak said the fuel situation is gradually stabilizing, though conditions remain difficult in some regions, especially Siberia. He added that once the domestic market is secured, diesel exports will remain important to keep refineries fully operational.
