A Ukrainian strike on a vessel in the Caspian Sea killed one sailor and injured another, Iran said, in what appears to be the first extension of the Russia-Ukraine war into those waters. Iranian Foreign Minister Abbas Araghchi described the July 25 attack on an Iranian merchant vessel as a hostile and criminal act, and Tehran summoned Ukraine’s chargé d’affaires the same day while invoking what it called principles of legitimate defense. President Volodymyr Zelenskyy did not directly deny the operation, saying Kyiv had carried out long-range strikes against vessels involved in transporting military cargo linked to Iran. The Caspian Sea, bordered by Russia, Iran, Kazakhstan, Turkmenistan and Azerbaijan, has long been treated as a relatively stable trade and energy corridor, so military activity there could carry broader diplomatic and market implications. Araghchi also discussed the incident with EU foreign policy chief Kaja Kallas on July 26. The episode may intensify scrutiny of Iranian shipping and sanctions enforcement, including concerns that crypto channels could be used to evade restrictions as Iran and Russia seek alternatives to the traditional financial system.
