Separately, a senior administration official said that by early afternoon Trump had not decided where to strike or how forcefully to act against the Iranians, adding that he was “not surprised” they had chosen to return to arms and that “he is in an escalatory mood.” Trump also said he had been briefed on a related incident in Egypt.
