
The former VARA general counsel and sector development executive will steer Bybit’s legal and compliance agenda as the exchange seeks full operating capability in Dubai and broader regulatory expansion.
Bybit has named Peter Loo as chief legal and compliance officer, putting the former Dubai regulator executive in charge of the exchange’s global legal, regulatory and compliance strategy. Loo previously served at Dubai’s Virtual Assets Regulatory Authority as general counsel and head of sector development, where he helped develop the emirate’s framework for virtual assets, and earlier held senior roles at Barclays Capital and Amber Group. Bybit, which says it is the world’s second-largest exchange by trading volume with more than 80 million active users and headquarters in Dubai, secured a provisional Virtual Asset Service Provider license from VARA in September 2024. The appointment signals an effort to turn that provisional approval into full operational capability in Dubai while strengthening compliance infrastructure in other jurisdictions as the company expands beyond trading into payments, custody and asset management.
