The proposal includes banning passage for ships linked to the United States, Israel and other hostile countries, limiting military and civilian cargo transport connected to Israel, restricting vessel traffic tied to operations against the "Axis of Resistance," and denying navigation access to entities that should pay compensation to Iran. Violations could face fines of as much as 20% of cargo value. The measure is still under review and has not been approved.
