The program emphasizes service contracts, service-level agreements (SLAs), and training-based offerings as revenue streams. Vyper was identified as the first pilot team under the initiative. The long-term goal includes advancing FRCs by blending grants and contracts to support advanced technical research while preserving teams’ independence.
